Preparation of necessary documents for declaring cargo at customs
For fast and trouble-free clearance of cargo at Ukrainian customs, a certain standard list of original documents, as well as photocopies, is required. Documents required for accreditation
Transportation of cargo is impossible without accreditation. This is a state requirement that applies to all enterprises. To identify a company at customs, you must prepare the following documents:
- 1. The company's charter, certified by the seal and signature of the director. You must have both the original and photocopies of the title page, the first page, and the page containing the items on the company's foreign economic activity.
- 2. A copy of the minutes of the meeting of the founders.
- 3. The original and a copy of the certificate from the statistical office, certified on both sides.
- 4. A copy of the extract from the Unified State Register.
- 5. A copy of the VAT payer's certificate.
- 6. A copy of the bank certificate stating that accounts related to the company's foreign economic activity have been opened. The document must contain the following information about the bank: name, its MFO, EDRPOU, legal address.
- 7. Copies of passports of the director, chief accountant, as well as persons responsible for interaction with customs (1st, 2nd, as well as the registration page). Copies of the identification numbers of the specified persons.
- 8. Three copies of the accounting card drawn up by the customs broker.
- 9. An extract from the constituent documents, certified by the company seal and the director's signature, confirming the right to carry out foreign economic activity.
- 10. A description of the documents submitted to the Customs Service that are important for drawing up the accounting card. Must be confirmed by the company seal and the director's signature.
- 11. Information about the company in electronic form, in the MD Declaration program. It is recommended to provide it on a flash drive.
- 12. Agreement with a customs brokerage company on declaration services.
Documentation is allowed for consideration in a registrar folder, not less than 8-10 cm wide. It is also worth paying attention to the need to provide the customs broker with the telephone and fax numbers of the enterprise, director, accountant, persons authorized to work with customs, and the company's email address.
What needs to be prepared for importing goods
Registration of imported products at customs is possible subject to the conclusion of a a foreign economic activity contract. Transportation of goods across the border involves a large list of documents that must be collected from various persons related to the transportation. The owner of the importing enterprise is required to:
- 1. Payment order.
- 2. Payment order confirming payment for terminal services at customs.
- 3. Payment order confirming passing plant quarantine.
You must present a contract for the provision of declaration services:
- Translations of the invoice and certificate certified by a translator. Both documents are in duplicate.
- Two copies of the drawn up contract.
- Two copies of the addendum to the signed contract.
- One copy of the accreditation card.
- One copy of the certificate of declaration of currency values.
- Catalogs of transported goods.
These documents provide an idea of the specifics of the products, confirm the reasons and conditions under which the goods are imported into the country. The calculation of the cost of imported goods must be made taking into account customs duties and taxes.
The foreign partner must provide:
- 1. Two copies of the invoice.
- 2. One copy of the certificate of origin.
- 3. Export declaration.
The carrier must have:
- 1. A certificate of transportation costs, subject to EXW deliveries.
- 2. An agreement between the forwarder and the carrier.
- 3. Stamps on the CMR: sanitary and hygienic, radiological and environmental control.
What documents need to be prepared for the export of goods
To export products, the company's management must ensure the availability of such documents as:
- 1. Agreement for the provision of declaration services.
- 2. Payment order.
- 3. Payment order confirming payment for terminal services at customs.
- 4. Documents confirming the cost of products. The list should include purchase invoices and free-form cost calculations.
- 5. Five copies of the original invoice.
- 6. Two copies of the certificate of origin.
- 7. Original and copy of the contract.
- 8. Original and copy of the addendum to the contract.
- 9. Account card and its copy.
- 10. Certificate of declaration of currency values and its copy.
- 11. Product catalogs.
- 12. Quality certificates.
The carrier must have with him:
- 1. TIR Carnet.
- 2. CMR consignment note in seven copies.
- 3. Original and copy of the driver's passport.
- 4. Original and scanned certificate of the right to international transportation.
- 5. The original and a copy of the vehicle's technical passport.
According to tax legislation, the export of goods is not subject to taxes, but this does not apply to export duties and excise duties.
Documents required for drawing up a release letter
Customs clearance in one of the regions of Ukraine involves officially confirmed coordination between two customs offices. Thus, the customs office of one region grants permission to carry out clearance, and the customs office of the other region agrees to clear the cargo. This requires the following documentation:
- 1. Two copies of the foreign economic contract.
- 2. Two copies of the annex to the contract.
- 3. Two copies of the registration card.
- 4. Two copies of the certificate of declaration of currency values.
- 5. A document confirming that customs clearance in another region is appropriate, for example, a certificate that the warehouse has been rented.
- 6. Permit documents - for the UKTZED code.
