What is needed to clear goods and cargo at customs

Customs clearance of import and export

In general, the procedure for clearing objects is quite multi-level and complicated, but if you strictly adhere to the appropriate standards, the clearance of goods will take place within the specified time. The main thing is not to forget that for customs clearance you need to contact several organizations and obtain some permits:

  1. 1. First of all, you need to obtain accreditation with the customs authorities (in accordance with the order of the Ministry of Finance No. 552 of 06/15/2015). It is mandatory regardless of the form of ownership: individual, sole proprietor or LLC. You only need to go through it once, after which you will receive registration at any customs authority of Ukraine and will be included in the general database.
  2. 2. In addition, you need a foreign economic agreement, which will specify the following data: the names of the parties between whom the transaction is being made, the subject of the contract, i.e. the type of imported objects, the currency of payment, the total amount of the contract, delivery terms according to INCOTERMS-2010 parameters, payment terms (postpayment, prepayment, installments, etc.). In addition, the agreement indicates its validity period, the details of the parties, and often a special appendix is prepared for it, which clearly lists all the terms of cooperation and agreement. Private individuals can do without a contract, but there are nuances here too. After all, one person can import objects only once a year.
  3. 3. To register a specific batch of goods, you need to provide: an invoice, an international waybill, various certificates for the goods confirming its quality and safety, permits and, in some cases, a packing list.
  4. 4. When importing, the broker prepares a preliminary declaration based on copies of the documents provided for the goods. It may provide for guaranteed payments that are transferred to the details of the customs authority. In the case of export, this item is omitted.
  5. 5. At the next stage, the broker takes the documents from the driver at the customs post. Depending on the type of cargo, he carries out actions on non-tariff regulation, after which he submits a customs declaration for registration. According to the law, this takes up to 4 hours, provided that your goods are not in the risk category and the customs value has not been changed.
  6. 6. Next, the funds that were reserved at customs or paid at the time of registration under a preliminary declaration without a guarantee are written off. All payments are made in hryvnias, at the rate of the National Bank on the day the declaration is registered.
  7. 7. Customs duties, excise duties and VAT are determined by the Ukrainian legislative framework. Preferential rates are fixed by international agreements.
  8. 8. At the final stage, you need to pay for customs terminal services. This operation is carried out through the customs department, which determines the amount of payment. After that, the goods are ready for shipment and further use.
