Definition of commodity codes according to the UKTZED

The definition of commodity codes according to the UKTZED is of great importance in the field of transportation. Customs clearance of goods, which will subsequently be transported across the border of Ukraine, must receive a ten-digit code according to the UKTZED commodity classifier, or, in other words, the Ukrainian classifier of products of foreign economic activity.

As a rule, for each commodity there is a list of necessary documents, as well as the customs payment rate, without which it is impossible to do during customs clearance. This coding is successfully used to ensure full identification of goods when filling out certain forms and customs declarations. The commodity classification in Ukraine has over 3,000 positions and accompanying explanations for them. In addition, there are a large number of letters with a detailed description of the features of cargo coding, as well as six additional rules. Because of this, even a professional sometimes finds it quite difficult to quickly select a code for a cargo.

What do you need to provide to determine the purpose of the products according to the UKTZED?

A systematized list of classified cargoes allows you to quickly find a place for the necessary items and give them a conventional designation, called a commodity code. In most cases, it depends on what regulatory measures will be applied when importing/exporting goods. Based on this, you need to know: to successfully determine the UKTZED, you must provide:

  • ➤ A complete description of the goods.
  • ➤ Raw materials or materials from which they are made.
  • ➤ If necessary, the chemical composition of the products.
  • ➤ Technical characteristics of the goods, as well as their purpose.
  • ➤ Areas of application of the products.

In some situations, when a complete chemical composition of the goods is required, customs specialists take samples from it, after which they are sent to a special chemical laboratory. When dividing goods into groups, the main role is played by the materials from which they are made, as well as the functions they perform.

How is the 10-digit UKTZED code deciphered?

UKTZED contains 21 sections, divided into specific subgroups, each of which is numbered using Roman numerals. For each code, the permits required for customs clearance of a specific cargo are indicated. Regarding the decoding of the UKTZED code, then:

  • First two digits - commodity group;
  • First four digits - commodity position;
  • First six digits - commodity subposition;
  • First eight digits - commodity category;
  • First ten digits of the code - commodity subcategory;

Before proceeding with the customs declaration of goods, they need to be given a certain code in accordance with the UKTZED. Regardless of the functions, scope and characteristics, a code can be determined for any type of product. Each country has its own classifiers, in some countries they may differ in the number of digits, but despite this, they are all based on the "Single Harmonized Commodity Coding System". Based on this, the code of goods with similar characteristics must correspond to the first six digits. After that, each country reserves the right to detail or not detail the codes, dividing their description into even more detailed groups, thanks to which you can get 8 and 10 characters in the code.
