Registration of vehicles for citizens

In connection with the entry into force of Law No. 1389-VIII of May 31, 2016 ".....On stimulating the development of the used vehicle market" on 01.08.2016, our company provides services for declaring vehicles by citizens of Ukraine.

The main requirements of Law No. 1389-VIII of May 31, 2016 "On stimulating the development of the used vehicle market means"

- its validity until 12/31/2018;
- date of manufacture of the vehicle - not earlier than 01/01/2010
- import of vehicles no more than one during the calendar year;
- in case of alienation within 365 days from the date of registration - payment of excise duty at full rates;
- ban on import of vehicles that originate from a country recognized by the occupying or aggressor state in relation to Ukraine or are imported from such a country;



Also, another bill (Law No. 5177-VI of 06.07.2012), from 01.01.2016, allows the import of vehicles with engines that meet environmental standards not lower than EURO-5.

Thus, based on the above, you need to find a vehicle that meets the specified requirements.

What you need to know when clearing customs

Clearance is carried out at the customs office at the place of your registration (residence permit)
To cross the border, you need to issue one of two control documents delivery:

- if you are going to another country in order to find and bring a car - transit declaration from the border checkpoint to the destination customs office. The guarantee of payment of payments will be paid by you at the border in the entire amount of the future "customs clearance", with a receipt of the MD-1 form issued by the customs office. In the future, this money will be transferred to the budget after the customs declaration is processed at the destination customs office.

- if you are going to another country in order to bring an already known car - a Preliminary declaration is processed at the destination customs office, the number of which, after processing, the broker will inform you in a way convenient for you. The guarantee of payment of payments will be the payment by you (or another person, but on your behalf) of the amount of future "customs clearance" to the settlement accounts of your customs office, upon arrival to which this money will also be transferred to the budget after the customs declaration is completed.

We would advise you to act according to the second method, even if you have not yet chosen a car, but there is a person you trust in Ukraine who will be able to pay the payments on your behalf, as well as transfer your passport data (copy of the first page, second page, registration and tax number) and a copy of the vehicle's technical passport to the broker.

List of documents for customs clearance

It would be important to list the documents that you must have at the time of crossing the border and during customs clearance at the customs office of destination.

List of documents from the seller:

- bill of sale (or invoice) indicating the price of the transport vehicle, make, model and VIN code, country of origin.
- original technical passports (as a rule, this is the technical passport of the last owner with a mark of deregistration and a temporary technical passport for you);
- a copy of the export declaration of the country of departure, confirming the export of the vehicle from the country (or group of countries);
- a certificate of conformity from the manufacturer (decoding the VIN code and indicating all the parameters of the car up to the date of manufacture and the name of the manufacturer's plant)


List of documents from the checkpoint:

- inspection certificate (original with customs stamps);
- receipt for payment of the single fee;
- a RADIOLOGY mark on any shipping document (preferably on the invoice or bill of sale).
- documents from the seller, marked with customs stamps when crossing the border at the checkpoint.

When processing under transit declaration - the transit declaration itself and the receipt of the MD-1 form, on payment of the amount of payments (original).

When processing under preliminary declaration - 2 copies of the preliminary declaration printed from the customs base.

Delivery time to the customs office of destination - usually 10 days (this is the maximum according to the Customs Code)

At the customs office of destination:

- everything listed above in originals (except for a copy of the export declaration of the country of departure).
- if the technical passport does not indicate the environmental standards EURO-5 - a certificate of conformity, which is issued in Ukraine in certification centers. You will need it later when registering with the MREV.
